Robert R. “Bob” Reynolds
Bob Reynolds is the Founder and President of U.S. Legal Consultants, LLC. He is a native Floridian and former United States Marine whose political and public service career spans more than 30 years.
Following graduation from college, Reynolds returned to Miami and joined the Miami Police Department where his service earned him the Fraternal Order of Police Gold Star for Bravery and the Legion of Honor award. He utilized his decorated tenure as a springboard to elected office and served three consecutive terms in the Florida House of Representatives.
The Florida Legislature
During his tenure in the House of Representatives, Reynolds served as Vice-Chairman of the powerful Regulated Industries Committee, the Criminal Justice Committee and was appointed by the Speaker of the House to Chair a Health and Rehabilitative Services oversight committee.
Florida Department of Insurance
Reynolds would later serve with the Florida Department of Insurance as an Insurance Fraud Investigator and Legislative Affairs Coordinator, and as Legislative Affairs Coordinator for the Department of Professional Regulation (DPR). As Legislative Affairs Coordinator, Reynolds guided landmark regulatory legislation through a maze of Senate and House committees and later lobbied and assisted in the successful passage of the merger between the Department of Business Regulation and the Department of Professional Regulation, the largest merger of governmental agencies in Florida’s history.
Florida Department of Business & Professional Regulation
For his efforts, Reynolds was appointed the Inspector General by the Secretary of the newly created Department of Business and Professional Regulation (DBPR).
He later entered the private sector, founding Robert R. Reynolds and Associates, LLC. and has represented a wide variety of clients from health care, regulatory, and not-for-profit associations.
President of U.S. Legal Consultants, LLC
After working with Florida based U.S. Legal Services for many years, Reynolds saw the value of their plans. Utilizing his extensive personal and political contacts within state agencies and throughout Florida, he co-founded U.S. Legal Consultants, LLC where he now serves as President and manages the day-to-day operations from the company’s headquarters in Tallahassee, Florida. Reynolds holds a Legal Expense Insurance License from the State of Florida
Stuart P. Rose
Stuart Rose is the Co-Founder of U.S. Legal Consultants, LLC and has over fifty years experience working with federal, state and local government, and in private sector business development.
Reputation for Success
After graduating from the University of Miami, Rose held roles at the Florida Attorney General’s office, and later worked with Miami-Dade County Mayor Steve Clark. Rose then moved to the private sector and became a founding partner in Project Masters, a full-service public relations firm specializing in political campaigns, governmental relations and special event planning. There, he and his partners made a reputation for successfully guiding a series of high profile election victories for local, state and congressional officeholders.
Strategic Planning & Relationship Marketing
For nearly two decades, Project Masters provided its clients with campaign victories, project victories, and sound advice along the way. Following Project Masters, Rose focused on strategic planning and relationship marketing for large companies and organizations.

Rose offered his clients access to those decision makers who were vital to their projects’ success. From contact to completion, he assisted his clients in navigating the often complex processes of both government and “Network Marketing.” His decision-maker network strategies were proven successful.
